1. About This Policy
This Donation Policy governs all financial and in-kind contributions made to **Bukluran ng Kalinga ng Mamamayang Distrito Singko, Inc.** ("Bukluran" or "the Organization"). By making a donation, you acknowledge that you have read and agree to the terms of this policy.
2. Who We Are
Bukluran is a non-stock, non-profit civil society organization registered with the Securities and Exchange Commission of the Philippines (SEC). We serve underserved communities in District V—including single parents, persons with disabilities (PWDs), youth, senior citizens, and indigenous peoples—through programs focused on digital livelihood, education, health, and community empowerment.
3. How Donations Are Used
All donations received by Bukluran are used exclusively for charitable, educational, and community development purposes consistent with our organizational mission. Specifically, funds may be used for:
- Community feeding programs and nutrition activities
- Livelihood and skills training webinars
- Educational programs and Munting Aklatan (community library) initiatives
- Event materials, logistics, and supplies for community activities
- Organizational operating costs directly related to program delivery
- Documentation and reporting of community impact
Bukluran does not use donations for political purposes, personal benefit of officers or members, or activities unrelated to its charitable mission.
4. Tax Exemption and Tax Deductibility
Bukluran ng Kalinga ng Mamamayang Distrito Singko, Inc. is a registered non-stock, non-profit organization under Philippine law and holds a **BIR Certificate of Tax Exemption (CTE)**. Income and receipts of the organization used exclusively for its charitable and community purposes are exempt from income tax.
However, **donations to Bukluran are tax-deductible for donors only if the organization holds a current Certificate of Donee Institution (CDI)** issued by the Bureau of Internal Revenue (BIR). Donors are advised to confirm CDI status and consult their tax adviser or accountant regarding deductibility of contributions under R.A. 8424, Section 34(H). 5. Receipts and Acknowledgment
All monetary donations will be acknowledged with an official receipt upon request. For in-kind donations, a donation acknowledgment letter will be issued upon request.

6. No Refund Policy
All donations are **final and non-refundable**. Once a donation has been received by the organization, it cannot be returned. 7. In-Kind Donations
In-kind donations (goods, materials, and equipment) are accepted at the discretion of the organization. Bukluran reserves the right to decline in-kind donations that are not usable, expired, damaged, or otherwise not aligned with program needs. Accepted in-kind donations will be valued and documented at fair market value where required.
8. Anonymous Donations
Anonymous donations are accepted. However, official receipts and acknowledgment letters can only be issued to identified donors.
9. Third-Party Fundraising
Individuals or groups wishing to organize fundraising activities on behalf of Bukluran must obtain prior written authorization from the organization. 10. Transparency and Accountability
Bukluran is committed to transparency in the use of donated resources. Program documentation, activity reports, and impact summaries are regularly published on our website and social media channels. Upon written request, donors may receive a summary of how their contributions were utilized.

Bukluran reserves the right to update this donation policy at any time. Changes will be posted on this page. Continued donations after any update constitutes acceptance of the revised policy.
